A new ordinance should change utility and billing operations for the city of Mankato. The city council tonight approved changes in utility regulations. The new rule discontinues utility shut offs in exchange for late fees.Instead of turning off utilities after three months a late fee of five dollars would be charged. The system changes are meant to further cover staff costs associated with late payments... it's estimated to save nearly 1400 staff hours, plus postage and phone calls. To encourage payment on time, the city is also considering a monthly two dollar incentive when using electronic payment... as well as a one dollar incentive when using paperless billing.
