For the second time in about a month, authorities in northeastern Minnesota have responded to a fatal train crash. The accident happened early this morning. Officials are on the scene right now in Aurora.

MANKATO, Minn. -
Announcing the plan today, Governor Dayton said he expects the bonding bill to create 21,700 jobs. State Republicans have already announced their skepticism over plan, pressing for regulation reform and tax cuts in its place.
Governor Mark Dayton says, "Skeptics can divide and doubt, but the indisputable fact is that this bill will put many thousand Minnesotans to work."
The biggest project in our area would be a $40 million dollar remodeling of the St. Peter Security Hospital, with the hope of increasing safety for staff. It'll take a sizeable chunk out of the bonding bill... which will receive added attention now that the state is in a surplus, and doesn't have to focus on cuts.
Rep. Terry Morrow (DFL - St. Peter) says, "The way the state works is limit it to 3% - that we never want to be spending more than 3% of the state budget on the principle and interest on public works projects. So the amount, $775 million, is within that 3%. We pay off projects every other year, we put new projects on."
Also on the list: the expansion of the Verizon Wireless Center to include a women's hockey facility for MSU. The state will kick in $14.5 million for that, which the city of Mankato will have to match.
Rep. Kathy Brynaert (DFL - Mankato) says, "That local match will come from the local option sales tax, which we have in place. We have the legal authority for that, and it would go toward that. That's how the civic center was built in the first place."
Of course the bill still has to make it through the Republican-led Legislature, who may not share the same opinions as the Governor.
