A new Gallup Poll shows the presidential race tied. President Obama had a 5-point lead in that poll before the first debate. Mitt Romney is looking to build on his momentum with a foreign policy speech today that's critical of the President. GOP White House hopeful Mitt Romney is delivering a major foreign policy speech at Virginia's Military Institute today. In excerpts from the speech, Romney suggests President Obama makes foreign policy decisions based on political gain. Romney also questions the President's leadership on challenges in the Middle East .
