Gov. Mark Dayton is getting ready to deliver his third State of the State address before a joint session of Minnesota's Legislature. Dayton gives his speech tonight in the Capitol's House chamber. Aides say the Democratic governor will largely focus on his recent state budget proposal, which includes ambitious changes to Minnesota's tax system that are facing widespread criticism from state business owners and executives. Dayton wants to use additional revenue from what he considers an upper-income tax hike and an expansion of state sales taxes to help erase a $1.1 billion budget deficit A Wisconsin lawmaker is using Gov. Dayton's budget proposal to try to lure business across the state border. Republican Rep. Erik Severson, of Osceola has sent a letter to hundreds of Minnesota businesses, including Best Buy, 3M and UnitedHealth Group. Severson urges the businesses to relocate to Wisconsin to avoid those higher taxes.
