After over a month of controversy, a UN Security Council buffeted between the USA, China and Russia are eventually expected this week to embrace its first settlement on the coronavirus pandemic, amid calls for intensified international collaboration.
An impossible task? Or maybe the first step toward a geopolitical reorganization as well as the recasting of a global body based in 1945 with the express mission of preventing and comprising global disasters?
Diplomats and experts studied by AFP were sanguine.
The Security Council has conferred just once about the pandemic, which has been in virtual session a videoconference held April 9 at the initiative of Germany and Estonia.
The present settlement, together with proposed by Tunisia and France, involves”improved coordination among all nations,” that a”cessation of hostilities” and also a”humanitarian pause” in nations in battle.
The resolution aims to encourage the attempts of Secretary-General Antonio Guterres and of many UN agencies fighting to include the catastrophic political, economical and societal consequences of the lethal virus.
The text is partial “a face-saving apparatus which makes it possible for the Security Council to assert it hasn’t been completely inactive,” explained Richard Gowan, UN director of the International Crisis Group, a center for investigation. “However, it does have any significant advantages also.”
In Afghanistan, Colombia, or even Africa?
“A worldwide ceasefire is quite laudable, however, the challenge is how you translate that into action in an individual context,” the other ambassador said.
But while both texts share the objective of enhanced collaboration and support to get prevalent cease-fires, neither attained complete unity in its own Security Council bloc, diplomats said.
The combined text is very likely to experience several alterations before being put to a vote in date as yet unclear. But many diplomats explained it as”critical,” and insisted it’ll probably be voted on this week.
A primary obstacle to unity stays the way the text, a copy of which was obtained by AFP, will finally consult with the World Health Organization.
The WHO’s role in managing the pandemic was vilified by US President Donald Trump, who complained it hadn’t been clear about the coronavirus and suspended US financing. China reacted by providing additional funds.
1 diplomat said just a high-level video mediation between P5 associates — maybe even appointment involving federal leaders — could solve such thorny disputes.
Yet could the permanent members make the most of the digital get-together to design a brand new post-pandemic world order — setting the UN on a new route?
For a single ambassador, this kind of initiative ought to be directed by Guterres, standing over the melee and equipped to help sketch a”war-fighting plan”
“Never have the planet’s seven and a half billion people felt more ardently this urgent need for international coverage,” stated Bertrand Badie, a professor at the Paris Institute of Political Studies (“Science Po”).
“At precisely the same time, nationalism hasn’t been active in the world.”
What remains to be seen, he added, is the way people two countervailing forces sort out themselves.
